Interview with Drug Abuse Prevention Center – On Nov. 8, 2008, Japan’s TV Show ‘the Newscaster’ broadcasted a special on the growth in cannabis related offenses. An ex-drug enforcement agent Mr. Atsushi Urakami claimed that cannabis causes violence in people. However, modern international studies have shown that injesting cannabis causes relaxation, not violence. In order to confirm the source of their claim that cannabis causes violent tendencies, we called the Tokyo Broadcasting Systems who aired the show. They directed us to the ‘Drug Abuse Prevention Center’. Mr. Masao Tomisawa answered our call. Interview Date: Nov.11, 2008

Random Drug Testing part 2 – DRUGS IN SCHOOLS Following its recent expose on drug deals in some bars in Metro Manila, Reporter’s Notebook now focuses on the rising cases of drug abuse in schools. The Dangerous Drugs Board revealed that about half a million kids aged fourteen and below were found out to be using illegal drugs. Recently, the government started implementing random drug tests in schools as a response to the problem. Human rights advocates are wary, however, as this procedure may infringe on the rights of the students. Are drug tests the solution or is this just a knee-jerk reaction to the problem of drug use in schools?

In 2008 I was living in Arkansas and got a Theft by Deception charge for writing bad checks, I was given 5 years probation and had the probation transferred to Alabama. I got in trouble for the same thing in Alabama and spent 10 months in the county jail and went through a SAPP “‘substance abuse prevention program” program that changed my life. A “hold” was placed on me from Arkansas while in the county jail in Alabama and I was told by my lawyer that my only option was two years in prison unless I got Arkansas to drop the hold and have the cases ran concurrent with my Alabama cases. My wife contacted the attorney that I had in Arkansas and explained the situation. He said he would do what he could to help. A few days later he calls her and say’s he talked with the Judge there and the Judge agreed to the cases being ran concurrent, My hold was lifted and my attorney draws up the paperwork for me to serve my sentence on House Arrest, and the paper work states, “Arkansas cases to be run concurrently”. Even on my “Time Sheet” from the Alabama DOC it states at the bottom.” Arkansas cases ranconcurrentlyy”. I am 2 months away from finishing House Arrest and then I go to probation. I have to serve 5 years probation for the state of Alabama. The issue is when I went in to report to my Corrections Officer the other day he told me that there was an issue with my probation and that it was something to do with my Arkansas probation and that he would have to arrest me if they issued a warrant. So, I called my old Arkansas probation officer and she claims that she has no paperwork signed by the Judge that my probation was to be ran concurrent. I called the courthouse in Arkansas to talk to the Judge and the Judge I had retired and the lawyer I had has passed away. The only proof I have of anything is the paperwork I have on my Alabama paperwork that says “Arkansas cases to be ran concurrent”. I am married and have four kids and have been clean and sober for 24 months. I have worked hard to rebuild my life and am disturbed that something like this could happen. If anyone could give me any advise at all I would greatly appreciate it. Thank you.
