eg. If the asker gives best answer, but only gives 3 stars, does that effect the points?

No, the number of stars has no influence on the number of points received.

You get 10 points for a Best Answer no matter how many stars the questioner decides to give you. If he/she is very pleased with your answer, he will give it 5 stars, if they think your answer is only so so, they can give you one or two stars, but you will ALWAYS get your 10 points.
