Any kind of numbing drugs makes an unfair advantage. This is one of the reasons why Police have trouble shooting down “crack addicts” because of the numbing drugs in their system.
Xylocaine can be injected in the face or gums to numb the jaws.

If it’s not banned by the Nevada State Athletic Commission, then apparently it’s ok. IMO, that’s why they manufacture Winning brand fight gloves, as they have more protection over the knuckle area, which in turn protects the hands. Period

There is only one boxer that insists on its usage to my knowledge, his dad smuggled cocaine and he uses xylocaine.I am sure other boxer use it too but they cant insist fights are held in Vegas so cant be dependant on it.
The way I see it is if your hands are too brittle to fight then retire, Joe Calzaghe went many rounds with a broken hand. Why cant Floyd do the same?
I wonder if the testing he insists on includes xylocaine as one of the substances or if he only intends to ensure his opponent is clean?I wouldnt be surprised if it turned out Mayweather was one of the biggest juicers of all time and knows a way to hide it, that way he could ensure an opponent couldnt juice like him and he would look clean.
In answer to your question though, yes it should be banned and viewed as a performance enhancing drug like all others,anything that stops you feeling pain is allowing you to perform beyond your means making it performance enhancing.
